Wood Smoke Reduction Program

Wood Stove Replacement & Recycling Award Grants

Through a grant provided by the Washington Department of Ecology, ORCAA offers financial aid programs to residents who burn at least 1 cord of wood per year and want to remove their old, uncertified wood stove. The applicants must remove and destroy one or more of the following:

  • a wood stove that is NOT compliant with the 2020 New Source Performance Standards
  • a fireplace insert that is NOT compliant with the 2020 New Source Performance Standards
  • A manufactured freestanding metal fireplace unit.
    (more information in the Eligible Device section below)

The wood stove replacement program requires professional installation of new devices, and ORCAA’s retailer partners handle the paperwork and billing. Program participation is limited to available funds.

NOTE: Some utility companies offer rebates or programs for weatherization and heating. Contact your local utility company for more information.

Wood Stove Replacement Program

This Wood Stove Replacement Incentive is available for residents of Clallam, Grays Harbor, Jefferson, Mason, and Thurston Counties. The funding is provided by the Washington Department of Ecology through a Wood Smoke Reduction Grant, made available to reduce woodsmoke pollution in the parts of the state most at risk of exceeding health standards as a result of fine particulate matter (PM2.5) pollution created by wood burning. Residents of qualifying locations who burn at least 1 cord of wood per year must remove and destroy one or more of the following:

  • a wood stove that is NOT compliant with 2020 New Source Performance Standards
  • a fireplace insert that is NOT compliant with 2020 New Source Performance Standards

Residents who qualify for the above — who, again, burn at least 1 cord of wood per year — and who are installing a new gas or electric appliance may qualify.  The program requires professional installation of new devices, and ORCAA’s retailer partners handle the paperwork and billing. Program participation is limited to available funds.

Contact your local hearth products dealer or HVAC dealer for more details. The current rate of support for changing out a qualified wood stove to a natural gas or propane stove is $750; changing to an electric ‘fire’ place or pellet stove is $1,000; and we offer $2,200 for changing to an electric Heat Pump – Ductless or Ducted.

Homeowners whose annual household income is at or below 80 percent of the area median income (AMI) may qualify for Low Income Support. Contact ORCAA for more details.

NOTE: Residents who meet the same requirements listed above, but who simply want to remove and destroy an old, uncertified wood appliance without installing a new qualified appliance may apply for a Wood Stove Recycling Award. Find those details below.

Wood Stove Recycling Program

This Wood Stove Recycling Incentive is available for residents of all six counties within ORCAA’s jurisdiction: Clallam, Grays Harbor, Jefferson, Mason, Pacific, and Thurston Counties. The Washington Department of Ecology provides the funding through a Wood Smoke Reduction Grant, made available to reduce woodsmoke pollution is the parts of the state most at risk of exceeding health standards as a result of fine particulate matter (PM2.5) pollution created by wood burning.  Residents of qualifying locations who burn at least 1 cord of wood per year must remove and destroy one or more of the following:

  • a fireplace insert that is NOT compliant with the 2020 New Source Performance Standards

Residents who qualify for the above — who, again, burn at least 1 cord of wood per year — and who simply want to remove and destroy an old, uncertified wood appliance without installing a new gas or electric appliance may qualify for a $500 Recycling Award. Program participation is limited to available funds. To participate, download the following forms and complete them exactly as explained in the instructions on the form (and below).

Eligible Devices

Free-standing Wood Stove

These are the standard wood stoves. They are airtight stoves and come in a variety of sizes and shapes.

Fireplace Insert

These are air-tight wood stoves that fit within a home’s built-in masonry fireplace. They perform like standard wood stoves, but are set into the existing hearth.

Free-standing metal fireplace

These are manufactured fireplaces. They are not airtight like stoves. They may or may not have doors on them, but the doors are not air-sealed.
