Notice of Construction: Alta Forest Products

The following applications for approval of construction or modification of an air pollution source have been received by ORCAA. A formal public comment period will be provided if requested by any person, government agency, group, or applicant.

Description:

 Alta Forest Products (Alta) is an existing lumber mill facility in Shelton, Washington. Alta is requesting to install three lumber coating lines and use reformulated coating materials in all coating lines (new and existing) at their facility. Alta is also requesting a voluntary limit of 99 tons per year on volatile organic compounds (VOCs). Alta will be considered a synthetic minor source with respect to the Washington State Operating Permit Regulations in Chapter 173-401 WAC. 

ORCAA reviewed Alta’s request and concludes that compliance with applicable air regulations and standards will likely be maintained. On this basis, ORCAA recommends that Alta’s request be conditionally approved. 

 PUBLIC NOTICE: Pursuant to ORCAA Rule 6.1.3(b)(2) notice is hereby given of ORCAA’s Preliminary Recommendation to approve Alta’s Notice of Construction and Synthetic Minor Order application as described above.

PUBLIC COMMENTS: Comments on this case may be submitted to ORCAA in writing by 4:30 p.m. on December 28, 2023. Comments that may be considered by ORCAA in making a final determination are those pertaining to air quality implications of the proposed project.

What are Notice of Construction Permits?

Notice of Construction (NOC) permits are required prior to the construction, installation, replacement, or modification of any air pollutant sources, emissions units, or air pollution control equipment. Once approved and issued by ORCAA, the NOC allows not only the ‘construction’ but also the ongoing operation of that source or emissions unit. The NOC is in force until the source or emissions unit is modified or replaced, at which time a new NOC permit is required. Learn more about the NOC program.
