Public Invited to Comment on Preliminary Determination on International Paper’s permit application

Olympic Region Clean Air Agency (ORCAA) invites the public to submit written comments on ORCAA’s Preliminary Recommendation to approve International Paper’s Synthetic Minor Order application.

PROJECT SUMMARY

International Paper Olympia (IP) is an existing containerboard facility in Lacey, Washington. IP is requesting to modify their voluntary synthetic minor order 06SMO472 to update emission factors for the corrugator and trim system cyclone handling waste paper emissions, and to add the starch silo as a source of PM emissions. IP will continue to be considered a synthetic minor source with respect to the Washington State Operating Permit Regulations in Chapter 173-401 WAC.

ORCAA reviewed IP’s request and concludes that compliance with applicable air regulations and standards will likely be maintained. On this basis, ORCAA recommends that IP’s request be conditionally approved.

Pursuant to ORCAA Rule 6.1.3(b)(2) notice is hereby given of ORCAA’s Preliminary Recommendation to approve IP’s Synthetic Minor Order application as described above.

PUBLIC COMMENTS

Comments on this case may be submitted to ORCAA in writing by 4:30 p.m., March 14, 2022. Comments may be mailed to ORCAA at the address above or emailed to aaron.manley@orcaa.org. Comments that may be considered by ORCAA in making a final determination are those pertaining to the air quality implications of the proposed project.
