Public Invited to Comment on Draft AOP: Sierra Pacific Industries, Cogeneration Facility

Olympic Region Clean Air Agency (ORCAA) invites the public to submit written comments on the draft Air Operating Permit (AOP) for the Sierra Pacific Industries (SPI) Aberdeen Cogeneration Facility (Cogen) located at 301 Hagara Street, Aberdeen, WA 98520 

Project Summary

Public comment is currently being accepted on a draft Air Operating Permit (AOP) Renewal for SPI Cogen. SPI Cogen is an existing facility that combusts wood in a boiler to produce steam, which is used to power a 20-megawatt turbine and to provide steam to the adjacent SPI lumber mill. SPI Cogen requires an AOP because it has the potential to emit over 100 tons per year of each of the following criteria pollutants: carbon monoxide (CO) and oxides of nitrogen (NOx). AOPs are required pursuant to Title V of the Federal Clean Air Act and are designed to help ensure compliance with applicable air quality regulations and standards.

Comments should relate to the adequacy of the draft AOP and TSD in assuring compliance with applicable air quality regulations and standards. Anyone concerned may request a public hearing during the public comment period. The request should include information justifying the need for a public hearing. If the public raises significant interest, ORCAA will hold and provide advanced notice of a public hearing.

All comments are due by 11:59 p.m., May 2, 2021.
