The McKinley Paper Co. (McKinley) seeks approval from ORCAA through a Notice of Construction (NOC) to modify the existing pulp plant and paper machines at their paper mill located at 1902 Marine Drive in Port Angeles, Washington. The proposed modifications will enable the use of a wider range of recycled fiber sources and the production of heavier paper grades.
Proposed modifications will result in increasing emission rates of several air pollutants including particulate matter, Volatile Organic Compounds (VOC) and several Toxic Air Pollutants (TAP). Emissions increases trigger the requirement to secure ORCAA’s approval through a NOC application and a “Second Tier” Health Impact Assessment (HIA) by the Washington Department of Ecology (Ecology).
Preliminary Recommendation
Both ORCAA and Ecology have reviewed air implications of McKinley’s proposal and recommend approval of the project on grounds that criteria for approval have been met and compliance with applicable air regulations and standards will be maintained. On this basis, ORCAA’s Preliminary Recommendation is to approve McKinley’s NOC application.
Public Hearing
Notice is hereby given of ORCAA’s Preliminary Recommendation to approve McKinley’s NOC application to modify the existing pulp plant and paper machines at their paper mill in Port Angeles. ORCAA will conduct a Public Hearing on August 1, 2019, from 6:30 pm to 8:00 pm to gather testimony regarding air quality concerns associated with McKinley’s proposal. The hearing will be conducted in Room 160 of the Clallam County Courthouse, 223 E 4th St, in Port Angeles, Washington.

Public Comments
Comments on this case should be submitted to ORCAA, 2940 Limited Lane NW, Olympia WA 98502, in writing during the public comment period. Oral and written comments will also be accepted during the public hearing. Deadline for comments is 11:59 p.m. on August 1, 2019. In making a final determination, ORCAA may only consider comments pertaining to air quality implications of the proposal.
