Description:
The applicant requests approval to replace the existing 150 MMBtu/hr gas‑fired burner at the asphalt plant with a new 100 MMBtu/hr gas-fired burner. The new burner will operate primarily on natural gas, with diesel available as a backup fuel. Combustion of these fuels will continue to generate emissions – including nitrogen oxides, carbon monoxide, particulate matter, sulfur dioxide, volatile organic compounds, and hazardous and toxic air pollutants – but overall facility-wide emissions are expected to decrease due to improved combustion efficiency and the reduced burner capacity.

What are Notice of Construction Permits?
Notice of Construction (NOC) permits are required prior to the construction, installation, replacement, or modification of any air pollutant sources, emissions units, or air pollution control equipment. Once approved and issued by ORCAA, the NOC allows not only the ‘construction’ but also the ongoing operation of that source or emissions unit. The NOC is in force until the source or emissions unit is modified or replaced, at which time a new NOC permit is required. Learn more about the NOC program.
