Description:
Requests approval to establish an advanced cross-laminated timber (ACLT) manufacturing process. The manufacturing process includes: a thermal modification kiln that will heat wood up to 420 degrees Fahrenheit under vacuum, a small batch kiln that will be used to dry green wood prior to the thermal modification kiln, application of miscellaneous coatings (e.g., adhesives), and a dust collection system that exhausts into the building. Expected air pollutant emissions include volatile organic compounds, toxic air pollutants, and hazardous air pollutants.

What are Notice of Construction Permits?
Notice of Construction (NOC) permits are required prior to the construction, installation, replacement, or modification of any air pollutant sources, emissions units, or air pollution control equipment. Once approved and issued by ORCAA, the NOC allows not only the ‘construction’ but also the ongoing operation of that source or emissions unit. The NOC is in force until the source or emissions unit is modified or replaced, at which time a new NOC permit is required. Learn more about the NOC program.
