Olympic Region Clean Air Agency (ORCAA) has issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for Rainshadow Coffee Roasting Company.
The proposed project includes installing and operating a coffee roaster and afterburner at 53 Gold Dust Lane in Sequim, WA. The project proponent is Rainshadow Coffee Roasting Company. After review of a completed environmental checklist and other information on file with the agency, ORCAA has determined that this proposal will not have a probable significant adverse impact on the environment.
Copies of the DNS are available below and at ORCAA’s Olympia office. The public is invited to comment on this DNS by submitting written comments between September 13, 2024, at 11:00 am and September 27, 2024, at 4:30 pm to ORCAA, 2940 Limited Lane NW, Olympia, WA 98502 or emailing Abi Roberts (address below).

What are Notice of Construction Permits?
Notice of Construction (NOC) permits are required prior to the construction, installation, replacement, or modification of any air pollutant sources, emissions units, or air pollution control equipment. Once approved and issued by ORCAA, the NOC allows not only the ‘construction’ but also the ongoing operation of that source or emissions unit. The NOC is in force until the source or emissions unit is modified or replaced, at which time a new NOC permit is required. Learn more about the NOC program.
