The following applications for approval of construction or modification of an air pollution source have been received by ORCAA. A formal public comment period will be provided if requested by any person, government agency, group, or applicant.
Description:
The City of Montesano Wastewater Treatment Plant submitted a Notice of Construction (NOC) application – 24NOC1685 – to ORCAA requesting approval for after-the-fact installation of an emergency engine rated greater than 500 brake horsepower.
The City of Montesano issued a Determination of Non significance after requiring and reviewing an environmental checklist for upgrades to the City of Montesano Wastewater Treatment Plant. Upgrades included modifications to the existing biosolids holding lagoon, upgrades to the disinfection process, and new effluent pumps.
Olympic Region Clean Air Agency has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination is based on the following findings and conclusions:
The Determination of Non-Significance and associated environmental checklist from a previous project were adopted as they address impacts of the proposal except for the air impacts from the emergency engine. The environmental checklist was revised to include the description of the proposal, the requirement to receive approval from ORCAA through a NOC application and identification of emissions to the air
This DNS is issued under WAC 197-11-340(2) and the comment period will start on October 31, 2024, at 8 a.m. and end on November 12, 2024, at 4:30 p.m.

What are Notice of Construction Permits?
Notice of Construction (NOC) permits are required prior to the construction, installation, replacement, or modification of any air pollutant sources, emissions units, or air pollution control equipment. Once approved and issued by ORCAA, the NOC allows not only the ‘construction’ but also the ongoing operation of that source or emissions unit. The NOC is in force until the source or emissions unit is modified or replaced, at which time a new NOC permit is required. Learn more about the NOC program.
