In May 2024, ORCAA issued a Final Determination and Order of Approval conditionally approving Pacific Northwest Renewable Energy’s (PNWRE) permit application for a proposed wood pellet manufacturing facility in Hoquiam, Washington.
ORCAA’s decision was appealed to the Pollution Control Hearings Board (PCHB). The PCHB held a hearing on the appeal early this summer, though a final decision has not yet been issued.
PNWRE submitted a request to ORCAA seeking an extension of the 18-month deadline to commence construction, citing the ongoing appeal. After a thorough review, ORCAA found that an extension of the construction deadline is justified. ORCAA extended the commencement deadline to May 14, 2027 – an additional 18 months.
This extension does not alter any conditions of the Order of Approval, nor does it affect the obligations of PNWRE to comply with all applicable ORCAA regulations and requirements.
